This is one of those makes you go hmmm questions but I am sure it has
a
simple answer.

 

I have never seen a Bishop preach seated from the Cathedra. If doing
so,
does the Bishop wear the mitre? 
[Bp Marty] YES, THE BISHOP'S 'NORMAL PLACE' TO ADDRESS A FORMAL
PRONOUNCEMENT (HOMILY) IS FROM THE CATHEDRA (BISHOP'S CHAIR) WITH
MITRE. SOME BISHOPS PREFER TO SPEAK FROM A PULPIT IF AVAILABLE, WITH
MITRE.
I have seen Bishop’s preach standing with Mitre and Crosier but it
would
[Bp Marty] A BISHOP MAY PREACH A HOMILY STANDING UP WITH MITRE, RARELY
WITH CROZIER. WITH CROZIER THE BISHOP WOULD BE MAKING AN INSTRUCTION
WITH AUTHORITY i.e., MAKING RULINGS ACROSS THE DIOCESE OR BLESSING OF
THE FAITHFUL. I AM ONLY AWARE OF A BISHOP USING MITRE AND CROZIER WHEN
RELEAVING A PASTOR OF A PARISH FOR RETIREMENT, WITH A PASTOR WHO
REFUSED TO RETIRE AT 80, IT WAS THE ONLY WAY TO GET THE PASTOR'S
ATTENTION. 
seem uncomfortable to wear the Mitre seated and preaching.  I am not
sure I
would ever preach from the chair I would much rather walk around a
little.

[Bp Marty] ARCHBISHOP SHEEN IN CHASUABLE PREFERRED SPEAKING ON HIS
FEET WITHOUT MITRE, NOT A BAD EXAMPLE TO FOLLOW.
